Anyone can explain me in what particular conditions are used this particular headlight setup?

I think is turned off the light on the side that are the platform when a passengers train stopped in a station but i'm not sure... I need to know because i will implement it on the locomotive. Idea

You should turn the 1 light when you're doing maneuvers and this light must shine on the side where the driver is sitting. And this light also have to shine at the back of locomotive.
And when you go on the wrong track you should turn on the third light (but the top one and the right one must be white, and left must be red).
